Why do SME bids get excluded on formalities?

The most common reasons an SME bid is excluded in Portugal and Spain are administrative rather than technical: a missing or incorrectly signed declaration, an expired tax or social security clearance, a bid guarantee in the wrong form, a document submitted outside the platform's required format, or a submission finished after the clock rather than before it. None of these concern the quality of the offer.

The recurring list

  • Tax and social security standing certificates expired between preparing the bid and submitting it.
  • The ESPD/DEUC filled in for the wrong procedure, or not signed by someone with powers to bind the company.
  • A bid guarantee issued by an institution the authority does not accept, or for the wrong percentage.
  • Uploading after the platform's deadline. Portuguese and Spanish platforms close hard; there is no grace.
  • Missing a mandatory clarification round that changed a requirement after publication.

What follows from that

The value of an early signal is not only more time to price. It is time for the paperwork that has nothing to do with the work itself, and which decides whether the offer is opened at all.
