How do you find public tenders in Portugal?

Public tenders in Portugal are published on BASE.gov.pt, which is the central portal maintained by IMPIC; in Diário da República for the announcements that require official gazette publication; and in TED for procedures above the European thresholds. The procedure documents themselves usually live on the electronic platform the contracting authority uses — VortalNEXT, acinGov, anoGov or Saphety — which is why a notice you read on BASE often points elsewhere for the pieces.

The three official layers

  • BASE.gov.pt — central record of procedures and executed contracts under the Código dos Contratos Públicos.
  • Diário da República — official gazette announcements, including certain works and concession procedures.
  • TED — mandatory for procedures above the EU thresholds.

The layer people miss

Direct awards and simplified procedures are recorded on BASE but are easy to overlook, and for many small suppliers they are the realistic entry point. Reading the award history of a nearby authority tells you what it buys, from whom, and at what price — which is a better prospecting tool than any open notice list.
